As internet penetration and smartphone usage continue to rise, cybercrime has emerged as one of the fastest-growing security challenges facing Bihar today.
A Sharp Rise in Cybercrime Cases
Recent data highlights the growing scale of cybercrime in the state.
According to information presented by the Ministry of Home Affairs, registered cybercrime cases in Bihar increased from 1,413 cases in 2021 to 1,621 cases in 2022, before witnessing a dramatic surge to 4,450 cases in 2023.
Independent studies and state-level reports suggest that this upward trend continued through 2024 and 2025. Bihar reportedly recorded more than 5,200 cybercrime cases in 2024, while by late 2025 over 5,500 cases had already been registered.

Fear and psychological pressure are then used to convince victims to transfer money for “verification” or “investigation purposes.”
Several such scams across India have resulted in losses running into crores of rupees.
2. Fake Investment and Trading Platforms
Cybercriminals are increasingly targeting aspiring investors through WhatsApp groups, Telegram channels, social media advertisements, and fake trading applications.
Victims are promised extraordinary returns through:
- Stock market investments
- IPO allocations
- Cryptocurrency trading
- Forex investments
- AI-powered trading platforms
After initial gains are shown to build confidence, victims are persuaded to invest larger amounts before the scammers disappear.
3. Sextortion and Social Engineering
Sextortion continues to emerge as a major cyber threat.
Fraudsters create fake social media profiles and establish contact with victims. Through manipulated video calls or social interactions, compromising material is obtained and later used for blackmail.
Victims are often threatened with public exposure unless money is transferred.
Law enforcement agencies report that people from all age groups have fallen victim to such schemes.
4. Examination and Recruitment Fraud
Competitive examinations play a crucial role in Bihar’s educational and employment landscape.
Recent enforcement actions have uncovered organized networks using digital communication tools, electronic devices, and sophisticated methods to manipulate recruitment and examination processes.
Such activities not only undermine fairness but also threaten the credibility of public institutions.
5. SIM Box and International Fraud Networks
Investigators have also uncovered advanced cybercrime syndicates operating through SIM boxes and internet telephony systems.
These technologies enable criminals to route international calls through local numbers, making fraudulent communications appear legitimate.
In one major operation, investigators dismantled a network allegedly linked to cyber fraud worth approximately ₹40 crore, with suspected interstate and international connections.
Such cases demonstrate how cybercrime is evolving into organized digital criminal enterprises.
The Economic Impact of Cybercrime
Cybercrime is no longer merely a law-and-order issue—it has become a significant economic threat.
Official estimates indicate that cybercriminals cheated Bihar residents of approximately ₹500 crore during 2025 alone.
Authorities reportedly managed to freeze around ₹106 crore, preventing further losses. However, only a portion of the frozen funds could ultimately be returned to victims.
These figures highlight the importance of immediate reporting and rapid intervention.
Every delay in reporting reduces the likelihood of recovering stolen funds.
Bihar’s Response to the Growing Threat
Recognizing the seriousness of the challenge, Bihar has significantly strengthened its cyber policing infrastructure.
Key initiatives include:
